Dubai imports a lot of refined petroleum products yearly in fact they are like 15th largest importer of refined petroleum in the world. Yes they export a lot of crude. You need to know that countries have refineries but not all their refineries can refine their demand sometimes and some don’t even have refineries that can refine most of their own type of crude oil, US is an example of that.
That being said, it’s misplaced priorities to start exporting when the local market is not yet satisfied. We can keep exporting crude for dollar flow and sell refined produce with Nigeria and West Africa. It’s just annoying how this policy makers think away from common sense.
