you can visit the US embassy Lagos website and schedule an appointment under American Citizen Services (ACS) section (the link i have pasted below)

I think this is how you calculate the CSPA age, the number of years it took USCIS to approve the petition is the pending time. That is, how long is it from filing date to approval date. Therefore, the age of the child at visa availability minus the pending time will be the CSPA age (this value must be less than 21 years). This is why it is better a petition takes a longer time to be approved. And the child must remain single, until he/she gets to the US.

Please how many years is your baby’s port valid for? Did you apply at a port agency (travelling is less than 14 days) or your mailed the documents to them?

if you don't have all the required documents or the authorization from your partner was not certify by US embassy, they might give you a port valid for a year and then you will be advise to get a 5 year valid port for free if you apply within the one year validity at the US embassy in Nigeria. If you don't apply within the one year validity, then you have to pay for a new port.

I am from Oyo state and I have already been to the liaison office in Ikeja GRA, but the staff I met told me that they don’t have the certificate in Lagos, that I would have to go to my local govt or state headquarters at Ibadan. I am filling the form for my 4+ yr old daughter port renewal and I got to the point where I have to documents. Some of the documents listed are birth certificate, local govt certificate of indigineship etc.
is the certificate of indigeneship mandatory for minors port renewal? And where can it be obtained ? as it wasn’t used for her first port

1. the first paragraph i believe is a mistake form the deciding officer, because the information you provided as regards your monthly salary was different from what he/she quoted in the response.
2. Did you show a breakdown of how you want to spend the 1.1M naira with proof ? like cost of air ticket (dummy booking with cost), hotel booking (also with cost), budget for transport, feeding and miscellaneous
If you did all these and you are sure that the info you gave about your monthly salary is correct and can be backed up in your statement of (as the officer did not complain about your bank statement), then your can apply for appeal on the claim that there was an error from the visa officer

F4 takes about 16 years presently, so you will need to wait.
first the petition would have to be approved by USCIS and sent to NVC before you can begin to discuss DQ.
At case received, it means your petition is yet to be approved.
