Any Chairman that does that, unless for monies genuinely owed to the State government, will have EFCC on his/her back.
Also, if a local government constituents see what local government Chairmen in other states are doing for their people, any Chairman that transfers his local government's monies to the State will be under immense pressure from his constituents.
The Governor of that State will get a lot of bad press, and come under pressure.
All of these will make wholesale transfer of local government funds to a State government unsustainable, and too much headache for both the Chairman and the Governor.

Ok, let me just put it in a nutshell, Fg will allow every states to manage their resources and then each states send just 15% of the revenue generated to Fg. It means that governors have alot of work to do by looking for ways to generate more money to run the their states, No more money from Fg to finance any state. States in the south-south will have more money because of crude oil, while the north will have to find ways to generate more money to survive. BUT THE TRUTH IS, NO STATE/REGION IS POOR IN TERM OF RESOURCES, WE ONLY HAVE LAZY GOVERNORS WHO ARE TOO POOR TO REASON OUT WHAT THEY CAN DO.

I had a terrible experience few hours ago;
It was drizzling a little and there was no light as usual. We had the inverter system on but no appliance was on except the kitchen POP light.
I was home in my room surfing the Internet while my wife was busy in the kitchen.
What we heard was a very loud thunder β‘ strike. I felt my leg was hit by a big stick and I shouted Jesus. I also heard my wife screaming Jesus repeatedly from the kitchen which was just adjacent the room I was, and I dashed out to see what had happened. On getting there, The electrical box and the whole inverter system was emitting smokes, all the wall sockets and pop light were damaged. Went outside and realized the parapet close to where the electrical wire from the pole served the house was badly hit and you could see the 14inch rods we used in casting it. The changeover switch and cutouts were badly damaged as well... Probably the whole house would have fallen if we didn't do a round lintel, or it would have burnt down it there was nepa light...
It's crazy because I have never experienced this my whole life.
Kindly note; We did what they call heart or so. I have called my electrician but his number is not reachable at the moment.
I'm a confused man at the moment. Scared as well.... It's a traumatic experience I may never forget soon.
