I want apply for a study permit this month. However, my port will expire relatively soon so I'm considering renewing it. Is it ok to send a port different from the one provided during application whenever I received the port request letter?

Yes go ahead with the application, they will ask you to update your port when a decision has been made and if they do not, simply submit both port once you receive your PPR.
