Tell me why God wont punish some people. The funny thing is that the money for these roads will still come from the south.

Was discussing this with an Engineer friend and he told me it costs much less to build roads in the Northern part of Nigeria than in the South, due to the topography, soil types etc.

Any Civil Engineers in the house that can confirm or disprove this?
