Sometimes it is a matter of choice. The japanese yen would have been even stronger than the strongest currency on the list if they wanted it so. Their economy is strong enough for that.

If you are an exporting nation, it is better to devalue your currency so more countries can afford to import from your country that's why China kept their currency value low too.

Having an expensive currency is not necessarily a good thing if you're trying to position your econpmy to be a leading exporter cos your goods will be expensive in the international market
