You can try an earlier version of developer rom around January or February 2017. If you bought the global rom version of note 4x, consider flashing Chinese developer rom.

You should be mindful of the extracted files, make sure the image file has the correct name.

Lastly, what version of Windows are you on? Consider trying another pc or try the latest mi flash tool

My guess is you bought the Chinese version and the seller opened it and flashed the global rom on it, hence why they can apply that tempered glass on it. No way are they going to open the seal if it was global version.
