You can't marry another woman if you truly love the first {Malachi 2:14-15} you can't think of a rival for her.
So when Jesus said "in the beginning" he meant what God established in Eden which is one man one woman.
That's exactly what will be applicable in Paradise where God doesn't want anyone to feel hurt of course you can't play your card within two women and say none will feel cheated by the end of the day!

Jews knew that with a letter of divorce they can send their first wife away that's why they easily sue for divorce so their wives use to beg them ahead not to do that so instead the women will accept a second younger wife as they have no other option.

So Jesus is saying:

Stop looking lustfully at another woman when you already have a wife at home! Matthew 5:28
If Moses had given them rules that it's only after the death of their first wife they can remarry they will kill her with their own hands! Matthew 19:8
