There are factors that may affect paints changing color after some time outside.
The type of paint like emulsion, emulsion or matte for instance.
Quality of paint; some quality of matte could be emulsion of others and most importantly the type of pigment used. The bright organic pigments would fade on exposure to sunlight no matter the type and quality of paint.
Inorganic pigment based paints of good quality would last very well outside.
You should be advised against using organic pigment based paints for external use if they are knowledgeable to know them.
Organic pigment based paints are synthetized and very bright.

Matte is the best for external use. It withstands weather better. Followed by emulsion. It simply means highest grade emulsion. Some brands deal in grade and their prices indicates so. Some deal in Budget grade emulsion. Those are the ones you see in open markets much. The brands are mostly ordered and produced.
I tried to lay emphasis on brightness of colors to indicate organically synthetized pigments.
I can't state colors in particular because there are wide variety of colors with different combinations of pigments.
Some may have solely organic pigments and you would notice it getting lighter in months. Like furcial pink. Some may have it in combination with inorganic pigment and when they fade, there would still be the inorganic color left on the wall albeit changed from the initial color mixed.
I'm based in Lagos but I've supplied basically all regions. Ibadan more after Lagos supply

I will you to supply the paints once I’m ready very soon need to go sort out wires this week . The color combo I want to use , only a shade of Gtb orange color is missing cause I saw the color combo already in one of your videos on YouTube so that should do

There's a type now known as Weather-shield but I'm not sure if other manufacturers are also into it yet aside Dulux.
The essence of such paint is to maintain its colour without being affected by weather for years.

The weatherseal/shield is formulated to have u.v absorber and extra sufficient binder while still using inorganic pigments.
Even in tap red tap handles exposed to sunlight, you notice the color fading despite being in a more stronger plastic medium to show how susceptible the organic pigments are to sunlight.
I've done something much more effective as a weather protection for building in high humidity areas by including wax in my weather protective paint for some clients but I've stopped because Nigerians don't appreciate things like that and would opt for the next cheaper alternative even though the difference isn't much.

If water is used to wipe it clear, it still comes back.

That is efflorescence. It's dissolved salts on the ground and in the mortar mix that dissolved in ground water evaporating to the surface.
When the water evaporates, the salts stays behind on the surface.
The solution is same with ground water ingress. Apply undercoat to seal the wall before repainting.
But there is possibility the water may reappear elsewhere.
I want to assume the issue is on the ground floor.
Using the necessary waterproofing methods during construction would prevent this if it's from the ground otherwise look for leaking pipes or trace adjacent bathroom walls and seal breached wall.
