Let's use Russia for example. How will they use nuclear weapon on Ukraine when they have seized a fifth of their land. Russia citizens are in Crimea and other places annexed. Nuclear weapon works with wind. It will definitely spread across the whole of Ukraine and even spread to Russia itself.
