As a leader of a country, if you feel another country or countries is taking advantage of your country, you open channels of communication for dialogue. The issues will be trashed out and preferably, a trade deal is signed. That trade deal will be binding on both countries such that, no matter who becomes leaders in those countries, the trade deal will remain binding. And a trade deal can be renegotiated.

You gave the example of China. What I tried explaining to you fool is that, Trump can't coerce China to buy more of American goods. It doesn't work that way. Let's say China promised Trump to buy more of American goods. That promise is not binding as China is not under any obligation to buy more of American goods by mere words of mouth.
