The decision by the new management of Nigeria National Petroleum Corporation Limited, NNPCL, to recruit external staff outside the organisation has put it at odds with the Nigeria Union of Petroleum and Natural Gas Workers, NUPENG, as well as the Petroleum and Natural Gas Senior Staff Association of Nigeria, PENGASSAN.


It will be recalled that the Nigerian President announced last week the appointment of Mr Bayo Ojulari as the new Group Chief Executive Officer (GCEO) of NNPC and Ahmadu Kida as non-executive chairman, a development which brought an end to the tenure of Mele Kyari and board chairman Pius Akinyelure at the apex oil firm in Nigeria.

Both unions expressed their grievances in a letter sent on Monday, in which they questioned why the company’s Group Executive Council, GEC, would prefer to fill top management positions with externally recruited personnel, thus excluding internal staff .


In a letter dated 4 April and addressed to the NNPC Chief Human Resources Officer, NUPENG and PENGASSAN insisted that they cannot accept or the recruitment of senior management staff from outside the company.

The letter, titled “Filling of top management positions in NNPC Limited with externally recruited personnel is unacceptable to PENGASSAN and NUPENG GEC,” was signed by GEC Secretary at PENGASSAN, Amaoge Chukwudi and chairman, Solomon Orieji; and the GEC Secretary at NUPENG, Paulosa Paulosa, alongside its chairman, Baba Kaumi. They also copied the Group Chief Executive Officer of NNPCL, the Executive Vice President, Business Services, NNPCL, and the presidents of PENGASSAN and NUPENG.

“We extend our warm congratulations to the newly appointed Group Chief Executive Officer (GCEO) and Board of NNPC Limited. We wish them success in their new roles and pray for excellence in their assignments.


“However, we must draw urgent attention to a matter of serious concern to avert avoidable consequences. Based on past experiences, we have observed a recurring trend whenever a new GCEO is appointed externally – the temptation to fill top management positions with external recruitment rather than promoting staff from within NNPC Ltd.

“As a matter of caution, we must state clearly that we cannot accept, accommodate, or the recruitment of senior and management staff from outside NNPC Limited, and that any plan in this direction should be stopped immediately,” the letter read in part.

The unions stated that NNPCL is home to thousands of experienced, competent, and dedicated Nigerian professionals across various fields. They argued that these individuals, many of whom are their , have devoted many years to sustaining the legacies of the company and are eager to take on higher responsibilities.


“Denying them career advancement opportunities and overlooking them in favour of external recruitment is grossly unjust and wasteful, and it will also disrupt the company’s steady progress towards greater profitability and efficiency.

“We must therefore caution against any unjust action that undermines the career growth of deserving staff of our company. If this warning is ignored, we cannot guarantee the continuation of industrial harmony within NNPC Limited,” they stated in the letter.

They warned that the letter serves to put the management and the Board of NNPC Limited on notice that PENGASSAN and NUPENG categorically reject any recruitment or appointment of senior or management staff above the SS6 cadre (specifically within the SS5 to M2 cadre) from outside the organisation.


“Any attempt to do so will be met with strong resistance, including a total shutdown of operations. Please accept our assurances of continued and regards,” the letter concluded.

In 1985, Professor Tam David West recruited someone with outside experience to run NNPC.

Historically, NNPC insiders have sometimes always not done a good job.

We thank Mele Kyari for getting the Port Harcourt refinery to work, but NNPC is sub-par, compared to Saudi Aramco, Petronas and other national oil companies.

Dear NNPC, what were you looking at that 4 refineries collapsed at once? I mean, I believe it wasn't a sudden collapse, but gradual. Where were you looking?

NNPC, we also heard some of your staff were on board the Total FPSO when the oil tanker MT Heroic Idun stole crude oil for over a month and was away towards Equatorial Guinea before the fraud was blown open. Until today, we have not heard of those behind the theft. NNPC, we have tried insiders and you have failed, let us try seasoned professionals who worked in organizations where incompetence is an abomination.

As for NUPENG and PENGASSAN, those you are protesting against, are they not of your union?

On this topic, you cannot keep doing same thing and expecting a different result. NNPC failed in its duties to manage Nigeria's oil and gas resources efficiently. Reducing itself to mere importers of refined product and sales men to Dangote refinery. Trust me, if you give NNPC the responsibility to manage garri processing in Nigeria, we'll start importing garri in the next three weeks.

They are partly right and partly wrong. I believe the recruitment exercise should be open to whoever can prove he or she is qualified and competent to get the job done, irrespective of whether you are an internal staff or an outsider. it is efficiency we should be after, not maintaining the status quo at the expense of efficiency and productivity.

We barely know about NNPC recruitment because they fill up their kids on the list....

You can't get any casual staff job within the NNPC without having connection to the people controlling the oil sector....... This cry is for the NNPCL to recruit the people they gave casual jobs to.

In fact,Most Unions are just too far from Realities.

Same with NLC,as they don't even have Credible Alternatives on How To Run A Successful Nigeria,than to be an Opposition to great Ideas!
What is NUPEPG AND PENGASING Offering NIGERIANS - since Independence - same Old Stories 1-The NNPC are the one in charge and they should run the Place Professionally - by ensuring:
2- that Nigerians feel their Positive Impacts - through Reduction of Prices- ( Nigerians should Not Pay above N600- per a litter of Petrol.
3- Ensure- that ALL the 4- Refineries - are Working and Functional!
4.More Refineries are Brought In - imagine if Dangote is bourged down by Union - Activities - hell wold have been better - for Many Nigerians will be lamenting today!
5.Most of the Federal and States Ministries in Nigeria,e.g Agriculture,Power,etc- are Not adding Values to Nigeria,yet they all have Unions.
