Prov.19.2 - It is not good to have zeal without knowledge, nor to be hasty and miss the way.

Prayer in itself is something that should be done always in the heart not necessarily at defined times. As Christians we must learn to understand the difference between being righteous and being religious.

I am purely talking about Christ followers, involving Islam in the issue changes the whole dynamics of the discussion, that's because they are not same and I am not a muslim.

As for your question about who determines when to pray:

Serving God in my opinion shouldn't be determined by either the church or society but the individual involved. It is a personal relationship, the society or church will not speak for you on the judgment day.

If your church or society is doing that which is wrong or sinful, we are expected to come out from their midst and be different:
