This is highly irresponsible and unbecoming of a law enforcement agency, just recently a Federal High Court gave a judgment outlawing them but the country seem to have different rules for different folks with government choosing whatever judgement to enforce or abide with. This particular act should not go unpunished, the culprits should be made to face the full wrath of the law so as to serve as detriment to others. Going through the video clip, one could see that they all all have their specific well rehearsed roles so professional/criminally executed to perfection without the driver suspecting anything.
