Those who sinned must come forward to ask for forgiveness with the promise that they won't go back to their evil ways so that there will be joy in heavens for the sinner who comes to repentance.

There is consequences for sin and everyone who indulges in sin will stand to give of his sinful nature, God doesn't just forgive if you as the sinner doesn't realize that you are a sinner that needs genuine repentance.

I know Nathaniel personally and I can tell you for free that he didn't come up with this idea on his own.
If this was about making scapegoats or wanting to serve as deterrent he would have sued them to the court directly.
Gospel singers are regarded as workers in the body of christ; just like pastors, evangelists and teachers they are expected to live an examplery life which depicts the teachings of Jesus Christ.
