As someone who grew up in Lagos, I pure water came to Lagos when the President we have today became Governor in 1999. This was how Lagos Water Supply started dying. Pure water shops started opening. That's why I cringe when some people preach to us about a visionary who couldn't provide potable water to his people. C'mon!!!!
