it not entirely necessary it has it additional advantage, for example if you want to screed a ceiling POP i will advise you use a top bond, it helps to prevent crack

If you don't use additional binder, any force or shock on the wall and the screeding falls off.
You don't want to paint expensive quality paint on unstable surface.
