Well, I don't understand what you mean by "ordinary man", particularly in this context, but that is an issue for another day.

Back to the topic. You are talking about service failure. It's a different thing entirely if a transaction you commanded is hanging as a result of system glitch. It's not the same as a bank intentionally withholding your funds thereby denying you access to same when you aren't owing them or has committed any crime.
