Meaning without Pvc,one can still vote as long as you have your Vin,is that what it means?

This is a lie from the pit of hell being spread by Tinubu's machinery. You CANNOT vote without physical possession of your PVC. They have been spreading this lie so people will relax and won't collect their PVC. Abeg go and collect your PVC ooo. INEC Boss confirmed it in a live interview yesterday.
