They said the payment is for PAYMENT NOTIFICATION (COVID-19-TASKLING FOOD INSECURITY AND FOR INDIVIDUALS AT FINANCIAL RISK).

I am pleased to advise you that Falkirk Council is providing you with additional financial of £165 per eligible pupil on or around Friday, October 7, 2022 as follows:

Free bus is fine. But the rest is public funds. Find a way to the council and stop payment. Refund the monies Sef if you can. To avoid stories that touch. That’s what I’d advice.

I don't live in Scotland so I don't know the rules there. In England free school meal is reception to year 2. Anything after year 2 class is public fund and should be avoided.
Which class is called S1 and S4?, is that year 7?... those covid relief things were not necessarily public funds in the sense covid impacted everyone so was made universal hence why immigrants were able to do furlough
However this link you provided the second one, I had a look and this would be proper public fund that you shouldn't touch

I applied for a US visit visa during my MSc study and it was granted within two minutes (I attended a conference though, so I related it to my research and study). Just go with the necessary documents, a letter from your university stating your current status, your relative, your BRP card, and your bank statement. A great tip is to apply through their Belfast office as they hardly deny it there. That's where all my friends did theirs and they approved it for us all. Also, try to make sure you have your appointment early in the morning and like the first or second they will attend to. Cheers!

Just attach your employment letter, employer's reference letter bank statement, and last payslip. Also, explain well your motive for traveling, that you have a family you will leave behind in the Uk that you will be coming back to meet, the number of days you will stay in the States and you will be fine.

Is it for Your visa application/ processing or your flight or you accommodation? Would it also cover your spouses visa applications? Flights, accommodation?…
Now let’s talk about tuition fees for MSc, have you looked at the current average fees for MSc in the uk? It’s roughly around the £6.5k-£8k range or more Now convert this to the current exchange rate…. I think someone’s trying to con you out of your hard earned money but I might be wrong. Please when next you hear from him, try to get details on this said student loan.

I think the response from @Lindakam is in order. Kindly pay close attention to the clarity by Mamatukwas and LagosismyHome. IMHO, bus ride is universal. I kind of tilt towards the COVID relief being universal as well: TheGuyfromHR might be of assistance regarding COVID.
In responding to (and refunding) the Council, kindly let them know that it has come to your attention that the relief/funds appears to be public funds in nature, as persons on immigration status that does not accord you the right of recourse to public fund, you are of the view that
- you might not be proper recepient of these alleviations, albeit goodwill
- you feel uncomfortable about them
- you had acted bona fide a priori until now ...
Nonetheless, you will appreciate any clarification from the Council.
PS: I recalled there were conversations some pages back on certain Council provisions different in Scotland compare to England & Wales. The conversation was on Council housing. Maybe, I say maybe, there might be one of two differences with Scotland's School provisions as well!!!! Nonetheless, as stated by others, rather thread on the path of caution than #sorry!

Like you said it’s tricky. We and many others didn’t get any Covid Relief. You’ll have to be in a certain pool classified as receiving some type of Government credit or to automatically receive the Covid Relief. Best to avoid IMO.

You’ll most likely qualify for public funds before reach your “pension age” either as ILR’er or port holder.

Help! I have just had a look at my hubby's COS and it has (changes of employment category ISC liable). He is my dependant in my tier 4 visa and switching to skilled worker Visa. We have put in our application already and have our biometrics today. How can we go about this? Does it mean our application will be refused? I guess our excitement made us miss out on this detail or we just didn't understand what it was about. Wish I read this earlier

As a student (Tier 4) dependent switching to skilled worker visa, your employer need to pay Immigration skill charge (ISC). You should have Tier and Category as : Skilled Worker (Switching immigration category - ISC Liable)
N.B Employers do not pay ISC if a student is switching to skilled worker visa.

I know pension funds was discussed earlier as well as savings (TheGuyFromHR, Justwise and all) and the consensus was they are NOT public funds.
That aside, This NEST pension caught my attention and made me to go checking. Thanks Solalal36 (although I was just going to tap to and move my body to ... na jẹ jẹ jẹjẹ, I sit down for my house. Somebody ... ...) 
In a nutshell, " Nest Corporation, the Trustee that runs the Nest scheme, is a public corporation. It’s able to Parliament through the Department for Work and Pensions but is generally independent of government in its day-to-day decisions. Being a public body means that we have no owners or shareholders. As a Trustee, we run the scheme in the interests of our ."
So NEST pension has 'public' splash all over it. A bit scary! Well, stress not.. It's a pension scheme! QED! Pension scheme are not public funds just like other schemes tied to NI contributions.
