Lili is not a snake. Rather,it is a porcupine species which are also found in Italy, NorthAfrica , Subsahara Africa.Perhaps elsewhere in the world. The name is properly called "Africa Crested Porcupine."

Actual terrapins do not seem to be native to west Africa though.

Turtles for water while tortoise for land, they are different. Some specie of Turtles are native to West Africa, you can find them along the coast of Nigeria and other West African countries. Go to Lagos, Ondo, Delta Bayelsa etc you will find turtles there.
Terrapin is just a collective name for them.
