I have followed this thread from the first day and have seen so many opinions, some spot on and some laughable. But more often than not the optimism remains at a high level. I want to begin to state some of my personal opinion due to an extensive research and deductive reasoning.
1) The major delays in this recruitment exercise is due to one thing alone - Budget approval. NCS decided to add the cost of this recruitment to their 2019/2020 budget and what was allocated for this recruitment raised a lot of eyebrows from the National Assembly and even when the budget was approved a lot was going underground by some very corrupt and powerful people to syphon some of the funds. When it became apparent that embezlement was not possible anymore the NCS must now prove itself to be able. That's why if you were at the Physical screening you will hear many officers say they don't know much about this recruitment.
2) The major reasons why there is a supplementary list in my opinion is due to some hypothesis;
a) The first list was influenced by certain people. The pressure on the CG was so much that he had to give in. No matter how honest he was or his level of integrity, he was put there by someone, he is answerable to that person and his refusal to do their bidding could put his job on the line, he had to give in. I am not saying there is no merit in the first list, but the first list was stained with the Nigerian connection syndrome
b) Many who did the first screening did not meet up to expectations (either or both medically & endurance wise).
c) The number who met up with the minimum standard was less than the 3500 desired intakes.
d) A feasibility study was done by the NCS and they discovered that the force is massively understaffed and an additional 1500 intake needs to be employed to fill in the personnel gap.
3) This recruitment exercise concludes possibly this month or before the end of November. Reason being that the NCS will be audited and during the auditing all monies spent must be ed for. The funds for this recruitment have been released already and it must be used for the purpose it is been released for.
4) 60% will make it from the first list and about 75% will make it from the supplimentry list. [REASONS CAN BE SOLVED IF YOU BRING OUT ALL THE FACTS, VARIABLES, & FACTORS]
5) The supplimentary list has a higher % of merit than the first list. Let me explain what I mean; The first list has more names than the supplimentary list. Assuming the first list have 20 names and the second list have 10 names. 12 out of 20 in the first list are on merit while the 8 are influenced. But for the second list, 8 are merit and 2 is probably influenced. Know this for a fact that there is no corruption proof process in Nigeria. That notification to report to camp was after all documentation has been concluded.

Y'all just reason am.
Time lag between notice for CBT and actual date of exam was 2weeks+
Time lag btw notice of 1st screening to actual date of screening was 2weeks
Time lag btw notice of 2nd screening to the actual date of 2nd screening was also two full weeks.
Now, someone is telling you that you'll report for training under 13days and you said he's saying "the fact" Really?
Like NCS go do documentation for plus or minus 3,200 recruits under 13 days.
