The N300 million road rehabilitation by the Federal Road Maintenance Agency (FERMA) at Idah-Ogbogbo, Kogi State.

This is one of the reasons why this unitary system of government can't work. How can a federal government be building road? Even if Buhari approved of this road, by the time the funding moves from the federal to ministry of transport to FERMA to which ever and finally to the contractors' the fund would have been reduced drastically.
Also, the federal government has different problems on its hand; insecurity, PMS price, inflation, ASUU, healthcare etc, how would it effectively monitor this project that is in one state somewhere?

The contractor can do a shoddy work or no work at all and tell FERMA that work done finish, FERMA would in turn tell minister of transport, work don finish, minister of transport would maybe tell chief of staff work don finish, chief of staff would tell Buhari, work don finish. Buhari might think he has done something, but unfortunately nothing was done.

This unitary form government we are practicing would not get us anywhere. The government is too far from the people. It allows for corruption, it allows for lack of ability.
