Besides distillation (both atmospheric and vacuum),there is also fluid catalytic cracking (FCC),catalytic reforming and alkylation.Fuel products from all these units are blended/mixed to get products with the right octane number and quality. Also note that even without all the crude supply issues and obvious sabotage from fuel importers including NNPC,a huge 650k bpd refinery will take some time to achieve full steady state production.
