That is the reason for apparent voters apathy, the real voters come out to vote (70% or more real voters) but still they cant be upto 40% ed in that respective polling unit.
Before what PDP used to do is just fill in the record of those missing voters. Now no party can succeed in doing this

There are security apparatus and personnels which i am sure you must have relatives in such service have you ever bother to ask one of them why robbery, cultism and killings are taking place in your state despite them being part of the security apparatus?
