It reads 'The armed forces Council will determine the qualification' of who the president would consider and appoint.

This simply means, nomination will be based on long years of service, not the situation where a junior officer is appointed which send other seniors on compulsory retirements.

In this case, the president would be furnished with qualified candidates comprising of maybe 6-12 from the geopolitical zones, where the president can choose from shikena.

What of if the president has no interest in any one of them and he has an interest on their junior officer?
