The Federal Government has directed the Nigerian Educational Research and Development Council
(NERDC) to separate the Christian Religious Knowledge and Islamic Religious Knowledge subjects in the basic education curriculum, the Nation reports.

The grouping of IRK and CRK under the Civil Education in the new curriculum by the NERDC had generated controversy in the last few months with religious leaders calling for their separate teaching.

Minister of Education, Adamu Adamu, gave the directive at a meeting of Ministers of Education with education stakeholders from six geopolitical zones and the Federal Capital Territory (FCT) in Abuja on Thursday.

The meeting, which was attended by Commissioners for Education from various States of the Federation, was part of the ongoing efforts to strengthen the partnership within the three tiers of government in the implementation of the Sustainable Development Goals 4 (SDG4).

The t ission and Matriculation Board (JAMB) has commenced change of courses and institutions for 2017/2018 ission procedures.

JAMB’s Head of Public Relations, Fabian Benjamin made this known in an interview in Bwari, FCT, on Wednesday.

Benjamin said that the process of change of courses and institutions could be done with the payment
of N100 in JAMB Computer Based Tests (CBT) centres, and N250 at other approved centres.

He, therefore, advised candidates who wished to change their choice of course or institution to visit accredited JAMB registration centres.

According to him, the change is imperative for candidates who made mistakes while choosing courses they want to study or the institution or university they want to apply to.

“Change of courses and institutions starts today, you can change at will but you are only entitled to change twice.

“You are allowed to change courses and institutions not more than two times, if you change the first time and experience an issue, you are allowed to change the second time.

“You can change to anywhere and we are urging candidates not to patronise unapproved centres, because the board will not be held liable in events whereby a person’s change is not reflected.

“You can go to our website on www.jamb.org.ng and check the list of centres that have been approved at various states to avoid irregularities.

“We have had situation where candidates will go to Cyber Cafés and do whatever they like and then say the change did not reflect, the board will not entertain such complaints.”

He, however, urged candidates that participated in the just concluded Unified Tertiary Matriculation Examination (UTME) to cease the opportunity to change to the courses or institutions that they desired.

This is to inform all 2017 JAMB candidates that JAMB has re-enabled the portal for the change of course and institution as well as data correction.

All candidates who wish to effect changes on either their course institution or their bio-data can proceed to do so at the closest JAMB CBT accredited centre.

You can also correct your Bio-data which include your name, date of birth, gender, State and Local Government of origin.

Before you proceed to do that, please make sure you do the following;

Be sure of the Course/Institution you would like to make changes.

if the course is available in the school using the JAMB Brochure.

Ensure that the school you are changing to does not usually have a cut off mark higher than your score.

Ensure you select a Course/Institution that is in line with your subject combination to avoid being screened out during your school's ission screening exercise.

Also, note the following;

- You can change one or all your courses/institutions at the same time.

- Once the form is submitted, you can no longer make any changes again (or else the system has changed).

- There may be a limited number of schools or courses you can change to, so be sure to have 3 or 4 options, just in case the one you want to change to is not available.

- The cost for the change of course and Data correction is N2,500.

- You can use the one time payment of N2, 500 to change your institution, course, name, date of birth, State and Local Government of origin.

If you have successfully done yours, use the comment section to let us know how it went.

Lalasticlala, how many spam calls do you receive in a day
callydon(m): 2:34am On Jul 15, 2017
Truecaller Insights Special Report on Friday rated Nigeria the 9th most spammed country in the world.
The Marketing Manager, Truecaller, Lindsey Lamont, made this known in the report obtained by the News Agency of Nigeria, NAN, in Lagos.

NAN reports that Truecaller is an identification solution application company aimed at ensuring
safety of mobile s.

Ms. Lamont said that top 20 countries affected by spam calls were India with 22.6 per cent, USA and Brazil with 20.7 per cent each, Chile 17.4 per cent and South Africa with 15 per cent.

She said that Mexico was the sixth affected with 12.2 per cent, Turkey and Peru also by 12.2 per cent, Nigeria with 10.4 per cent, Egypt had 9.9 per cent, UK and Myanmar with 8.9 per cent.

Others are Italy 8.8 per cent, Indonesia, Bangladesh and Greece with 8.5 per cent, United Arab Emirates 8.2, Puerto Rico 7.9 per cent, while Morocco and Kenya by 7.7 per cent.

According to her, similar to its regional partner Kenya, Nigeria also has an issue with spam calls, but is plagued more by calls from operators.
The analysis showed that one major problem around spam calls in Nigeria was calls from telecommunications operators, which ed for 61 per cent of the total reported spam calls.
She said that telecommunication companies make these calls to up sell data plans for promotions, among others.

Another major spam call problem that Nigerians had to deal with was the nuisance calls representing 27 per cent.

The marketing manager said that those calls were a broad spectrum of calls, and were generally unwanted calls which were disturbance to s meant for harassment and pranks.
Nigeria also had an issue with scam calls, but on a noticeably smaller scale of 10 per cent.

She said that the scam calls were for fraud attempts, money swindling, leading unsuspecting preys to unknown links, among others.

Nigerians also had a problem with telemarketing calls, which stood at two per cent.
Ms. Lamont said they were promotional calls from companies, surveys being done by analytic firms on behalf of their clients, political/robo calls, or new client outreach for services and subscriptions.
“Isn’t it the best feeling when Truecaller blocks a spam call or SMS? It is like you finally won the fight against spam.

“But, as we all know, sooner or later you run into a new spammer, and some countries have run into spammers more than others.
“Scams have been on the rise around the world, and can become easy to target those who are caught off-guard by a phone call or SMS,” she said.

Ms. Lamont said that the data were aggregated anonymously from incoming calls that had been marked as spam by s.

She said that they were also data that had automatically been flagged by Truecaller during the period of January 1, to May 31, to understand the monthly average spam rate.
According to her, during this period of time, Truecaller s received more than 5.5 billion spam calls.

Chelsea manager, Antonio Conte, will not take Diego Costa and Nemanja Matic along, when the club flies next week for their pre-season tour of Asia.

Both players have been linked with exits from Stamford Bridge in recent weeks.

Costa has not reported back for pre-season training this week, after he was given permission to extend his holiday, as he tries to seal a move back to Atletico Madrid.
Matic has been at the Chelsea training ground, but has mostly trained alone and has not been involved in Conte’s team sessions.

Juventus, who tried to sign the Serbia midfielder last year, have revived their interest and Conte would prefer to see him sold to Italy than to Manchester United who are also interested.

The Blues are reluctant to sell Matic to United, after Jose Mourinho hijacked their move for Romelu Lukaku.

...Says NNPC owes Capital Oil N16bn
...As Committee says it can help Capital Oil to recover its money

The Managing Director of Capital Oil and Gas, Dr. Ifeanyi Ubah yesterday exposed lapses in the Nigeria National Petroleum Corporation (NNPC) saying that the corporation owes the company N16 billion with a key portion of the debt spanning over two years. The Oil mogul who was clearly unhappy with the treatment NNPC meted out on him and his company, provided in-depth details and analysis of the contractual agreement between the NNPC and Capital Oil and Gas.

Ubah, who revealed this yesterday during the public hearing organised by the House Committee on Petroleum Downstream stated unequivocally that Capital Oil and Gas did not commit any crime. He
further stated that everything Capital Oil did was within the purview of the dynamics of the business practice in throughput storage management worldwide and has been the practice for over nine years of its business relationship with the NNPC. Ubah also exonerated the DSS for his ordeals as he asserted that they were acting based on the misinformation of the NNPC.

While expressing his disappointment at NNPC's antics, Ubah pointed out that Capital Oil had made a payment of N2billion to NNPC in good faith in order to trigger a reconciliation exercise, a position that was made public in a Capital Oil press statement in May. However, he condemned the fact that, till date, NNPC has failed to invite Capital Oil for a reconciliation.

In its position made available to the press, Capital Oil and Gas stated that the throughput contract which they operate with NNPC puts the company in a position of a stock manager which is somewhat akin to an oil bank. This allows for commingling and loading out of product so long as Capital Oil ensures that all parties having products in their storage ultimately receive their total stock.

"NNPC in the past have also borrowed product from us to keep their supply/distribution chain running. We duly paid for product from NNPC and were issued loading permit. However, NNPC diverted the vessel that was supposed to deliver t he product and has till date refused to deliver, thereby causing a break in the chain of product that would have plugged any gap. The unprofessional way in which the issue was handled led to a run on our company operations thereby destabilizing our business and causing a shutdown of our operations. The circumstances have caused us billions of naira in losses and serious dislocations for our workers."

Capital Oil concluded its position by explaining that while they called for a reconciliation of the issues, NNPC decided to present the issue to the public and other government agencies and deliberately left out vital information in a bid to misinform the public, particularly the fact that the NNPC owes Capital Oil and Gas the sum of N16billion.

Outlining the debts being owed to Capital Oil and Gas by NNPC, Capital Oil stated that the NNPC owes the company the sum of N3,146,146,920 representing payment for 20,000MT of PMS for which the payment was duly made since 14th February 2017 vide PFI and N1,170,452,408 representing the company outstanding throughput bills have remained unpaid since March 2016 to date.

He also revealed that $2,952,555 and N6,000,000 representing outstanding payment for coastal vessel intervention bill, have not been paid since 2015. While explaining that N59,320,045.57 representing short-payment from previous throughput bills have not been paid, Ubah added that N5,709,981,426 and N556,202,326 being statutory payment of jetty throughput charge of N.80k/litre and N.40k/litre respectively owed to Capital Oil has remained unpaid despite the fact that NNPC either received or deducted the payments from PPPRA.

He further explained that NNPC owes Capital Oil N341,106,990.95 representing throughput services bill. On berthing fees of $20,000 per vessel, Ubah said that NNPC shipping agents on behalf of the corporation, paid a total of $2,999,919 leaving an outstanding of $5,540,000. He concluded by stating that the total Naira component stood at N10,983,210,116.52 without accrued interest while the Dollar component stood at $8,492,555.

Ubah, who explained that Capital Oil and Gas Industries have been providing strategic and excellent services to NNPC over the past nine years and have discharged over 8billion litres of petroleum products for distribution nationwide, added that "we have rendered services to NNPC in the last nine years, no Nigerian downstream company could render up to 35%. We should be commended and not castigated".

"On many occasions, we have loaned millions of litres of petroleum products from our storage to the NNPC group without alerting or alarming the public, which, if done, would have created serious National panic and scarcity. Thus, we have always kept the confidentiality of our relationship sacrosanct.

"it is in the light of these indisputable circumstances that we are shocked at and disappointed with the actions of NNPC in throwing the issue to the public and calling in law enforcement agencies without fully exploring the available dispute resolutions mechanism available within the purview of our contractual relationship.

"These unwarranted and unjustifiable actions have caused our company so much injury not only in the loss of patronage and goodwill nationally and internationally but in loss of business, revenues and a shutdown of our operations that has resulted in the loss of gainful employment of our over 2000 workers for the period the company had remained shut down.

While fielding questions from the lawmakers the NNPC Retail representative, Danjuma Dansule itted that Capital Oil and Gas still remains a credit-worthy company to do business with. He also itted to having Capital Oil and Gas' product which has been duly and fully paid for.

The committee chaired by Hon. Joseph Alakija was angry as to why NNPC who gave Capital Oil a clean bill of health in December 2016 would turn around to allege that the same company diverted its products in January 2017. The committee also condemned the forceful retirement of Mrs. Nnamdi-Ogbue, the former Managing Director of NNPC Retail without a holistic investigation and fair hearing. The Committee, however, told Capital Oil that it can help it to recover its money, but appealed to the company to co-operate with the Committee.

THE hope of many students seeking ission into Nigerian universities may be dashed if the ission screening in 2017 is based on students’ WASSCE results and Unified Tertiary Matriculation Examination (UTME) scores. Recall that in 2016, the Minister of Education, Mallam Adamu Adamu, abolished post-UTME as a means of itting candidates into tertiary institutions.

Meanwhile, in 2017, over one million, eight hundred thousand (1,800,000) students sat for UTME, for a total of 800,000 ission spaces in tertiary institutions. Going by the huge number of candidates and limited ission spaces, various institutions have since 2016, resolved to it students by screening and awarding marks to their WASSCE results and JAMB scores.

Thus, for an institution to select the best students from the multitude, instead of conducting post-UTME as was the case previously, all that is needed now is to grade candidates’ O’Level results and score them over 40 per cent. The breakdown shows that when a candidate submits his/her O’Level result for screening, five O’Level subjects relating to his proposed programme of study will be examined and marks awarded based on what he scored in WASSCE.

Hence, A1 is awarded 8%, B2-7%, B3-6%, C4-5%, C5-4% and C6-3%. Total marks for anyone with five A1s is 40 per cent. What this means is that if a candidate has five ‘A1s’, he has gotten a maximum 40 per cent. A student with five B2s, would score 35 per cent, five B3s, 30 per cent, five C4s, gets 25 per cent, five C5s, 20 per cent and five C6s would score just 15 per cent.

Besides, since institutions discovered that many candidates who choose their schools have above UTMEs cut-off marks, they have also graded UTME’s scores into percentages. If a UTME candidate has 180 to 189, he is assumed to have scored 10 per cent. If he scored between 190 and199, he gets 20 per cent. For those who scored between 200 and 209, they have 30 per cent while someone who scored between 210 and 219 gets 40 per cent. Those who scored between 220 and 229, earn 50 per cent and a student with 230 and above gets the maximum 60 per cent.

Apparently, a student who has five A1s in WASSCE and also scored 230 and above in UTME, is certrain to be itted because he has 40 per cent in WASSCE and 60 per cent in UTME.

Securing ission

For a student with five C6s in WASSCE, and between 190 and 199 in UTME, the chances of securing ission in public institutions is dicey because he has only scored 15 per cent in WASSCE and 20 per cent in UTME. His total percentage score is 35 per cent. With this system, it means that students aspiring to secure ission into Nigerian public universities must study hard and be academically sound to obtain A or B grades in WASSCE to stand a chance.

The initiators of this innovation believe it will propel students to aim high so as to obtain A1 in five subjects. Also, the issue of paying for post-UTME and travelling long distances for the examination would be a thing of the past.

Exam racketeering

Meanwhile, as good as it appears on the surface, many stakeholders who spoke with Vanguard disagreed, noting that the development will breed and promote examination racketeering in secondary schools and examination bodies. They argued that some students and parents could go to any length to obtain the five A1s in order to guarantee their ission.

Unfortunately, many times, students with C5 and C6 in their WASSCE results may prove to be better academically than those with A1 because they read and wrote the examination themselves, hence the results represent true reflections of their academic abilities. It has also been noticed that many students with A1s in their WASSCE cannot defend such results because the exams were probably written for them.

Besides, where there is no proper monitoring from relevant examination authorities, tertiary institutions can engage in sale of ission to the highest bidders so the posibility of children of the poor securing ission will be slim. There had been reports from students about how their names were once pasted on ission notice boards, but replaced by other students’ names; a situation such school authorities could not defend when ed.

ission for highest bidder

Reacting to the scrapping of Post-UTME and using WASSCE result as yardstick for ission, Olamide Azeez, a 100-Level student of Yabatech said post-UTME gives institutions the privilege of knowing the type of students they want to it. He added that post-UTME helped students to prepare more academically before they enter the university.

Also reacting, Miss Damilola Adeleke, a final year student of Biology, Yabatech said: “The scrapping of post-UTME does not favour everybody. Post-UTME helped students to boost their chances of securing ission into universities.”

On his part, Mr. Akinbiyi Folorunsho from the Department of Mathematics of the institution said: ”Without post-UTME, there will be high rate of examination malpractice in secondary schools. Post-UTME is preferable because it will be 50-50 ission chances for every seeker.”

Adeyinka Adebayo, an undergraduate at Laspotech said he s post-UTME, adding that there will be high rate of unitted students without post-UTME.

“If care is not taken, the situation will lead to ission backlog, because many students will keep doing JAMB every year without hope of getting ission.”

President of World Bank Group, Dr. Jim Yong Kim, is insisting that it played only a limited role in the spending of recovered loot from late Gen. Sani Abacha, as "the funds were returned directly from Switzerland to the Nigerian government."

The bank was responding to the Socio-Economic Rights and ability Project (SERAP's) letter dated April 28, 2017, seeking clarifications on its role in the spending of recovered funds stolen by Abacha.

Kim in a letter received by SERAP yesterday said "The Bank's role in this particular case was limited by the design and different from the type of comprehensive audits we can do when funds are spent in projects ed by the bank."

The letter signed on his behalf by World Bank Country Director for Nigeria Africa Region, Rachid Benmessaoud, reads in part: "The funds were returned directly from Switzerland to the Nigerian government. They were programmed into the national budget and utilized by the Nigerian government in line with its National Economic Empowerment and Development Strategy (NEEDS). As agreed with the Nigerian and Swiss governments, the bank's role was limited to carrying out an ex-post analysis on their use with a particular focus on their contribution to the NEEDS.

"We do share your deep commitment to fighting corruption and promoting transparency and ability. These are key ingredients to successful development and economic wellbeing."

We believe that the work organizations like SERAP are doing is critical to achieve our common goal of improving the lives of people in Nigeria and beyond."

The World Bank had early in the year told SERAP that it could not locate any additional information on the projects executed with recovered stolen public funds by the late Abacha.

But dissatisfied, SERAP petitioned Dr. Kim requesting him to use his "good offices and leadership position to urgently address the public perception that the World Bank is seeking to distance itself from responsibility over alleged mismanagement in the spending of recovered Abacha loot."

The Governor of Ekiti State, Mr. Ayodele Fayose, has threatened to release 11 pictures which he said would proof to Nigerians that President Muhammadu Buhari’s health had deteriorated.

Fayose said there was no iota of truth in the claim by Acting President Yemi Osinbajo that the President was fast recuperating in London.

Addressing newsmen in Abuja yesterday, Fayose urged Osinbajo to prove to Nigerians that the President they elected two years ago is indeed recuperating, adding that until evidence to the contrary is presented; he remain upbeat that the President is in a critical condition.

Fayose who is also the Chairman of the PDP Governors Forum also promised to release 11 recent pictures of the president to justify his stand on Buhari’s state of health.

“I’m not going to prove that (the President is recuperating) to Nigerians. It is him (Osinbajo) who said he saw the President that needs to prove to Nigerians. I have made the allegations and I have said it expressly that we are in the age of technology. How do we have an Acting President of a nation that has visited his boss that cannot show evidence of the meeting? The picture they are posting on social media are pictures taken long time.

You recall that I said this again at Transcorp Hilton in 2015. We are talking about President of 170million people. The Acting President visiting the President that has left this country for about 60 days or more cannot show evidence of the meeting. It shows the President is in critical condition,” he told journalists.

On his source of information, Fayose threatened to go public with pictures of President, if the situation is not properly handled. He said: “Again, if they are not careful, I will release some pictures. This will in turn create so many serious problems for this country. And I’m telling you again that I don’t need to prove anything to Nigerians because they are saying the President is well. He’s hale and hearty.

He has refused to come home in about 70 days. The office of the President and office of the government are offices that encourage the office holders to perform. A President that has spent so much time outside the country in a year shows clearly that this sickness is major. If they go further and try to continue to deceive Nigerians, I will release about 11 damaging pictures anytime from now on the President’s health,” he added.

Instead of going under Ikeja bridge to make your lips pink, why not do it at home naturally!
Dark lips are a common problem. Lifestyle habits, overexposure to the sun or the weather may cause our lips to become dark and dry. Use a lip balm with SPF to protect your lips. You can get rid of dark
lips by using cosmetic products available in the market and some cosmetic treatments. However if you don’t want to take the risk, then try some cheap and effective home-remedies listed below that will lighten and also give you soft, healthy looking lips. There are a ton of homemade remedies that can really help your lips, but we only chose three:
Turmeric

Turmeric lip scrub
Take some coconut milk and add a pinch turmeric powder to it. Apply this on your lips with a cotton ball. Leave it overnight and rinse off in the morning. Repeat every night for best results.
Honey and Lemon juice

Fresh lemon
Take a teaspoon of raw honey and add in a few drops of lemon juice. Apply a thick layer of this mixture on the lips. Cut out a small rectangular wrap from a plastic sheet and cover your lips with it. The plastic will help to seal the pack and increase the effectiveness. Leave on for 20 minutes and just wipe off the excess or dab it to prevent flowing it around. Sleep with it. You can do this every night. This will not only lighten your lips but also soften and give them a pink glow.
Sugar

Coconut oil and sugar scrub
In a bowl, add a pinch of sugar to warm coconut oil. Give it a good mix and use it to exfoliate our lips. Wipe the sugar off and let the coconut oil sit on your lips overnight. Wipe off in the morning. Cinnamon can sting if you have sensitive skin.
Tip: You should always do a patch test before using any new products. Always apply the product on a small part of your skin first. If you do not react to it, then you can proceed to use it.

The t issions and Matriculation Board (JAMB) has said that all candidates for the 2018 Unified Tertiary Examination (UTME) must under the lenses of the CCTV Camera.

It also said the footage of registration processes of each candidate must be ed to the Board Headquarters.

This was part of fresh standardization rules, guidelines and registration processes issued to licensed operators of Computer Based Test (CBT) centres on Thursday.

According to the new rule contained in a statement by the Board’s registrar, Ishaq Oloyede, the fresh rules were necessary to eliminate fraudulent practices in the system ahead of the 2018 Unified
Tertiary Matriculation Examination, UTME, examination.

CBT operators are now also required to ensure that as soon as candidates complete their registration, they should the handwritten forms of the candidates. This it said will make easy for whatever errors to be easily identified and traced.

Oloyede disclosed that there were errors in the registration exercise in the UTME 2017.

“This has led to many candidates requesting for one form of correction of data or the other,” he said.

In its effort to eliminate all forms of errors and also hold people responsible for negligence and mischief, the registrar said, “All candidates must under the lenses of the CCTV Camera and the footage of which should be ed to the Board Headquarters. We have discussed with the telecommunication service providers the details of the required bandwidth and data for the operation.

“These measures are aimed at curtailing the need and demand for corrections. Thus, any centre that makes a mistake during the registration, as will be proven by the ed forms and CCTV footage, will be liable for such errors as they will not be paid for the total number of candidates they have committed such errors. This measure has become necessary as it has come to the notice of the Board that some centres make deliberate mistakes in order to extort candidates.

“The process of scanning and ing completed forms by candidates has to be done meticulously. The details of this process would also be explained later.

“In addition, scanning of port photograph would not be accepted anymore. Rather real time capturing of candidates’ photo at the centre would now be the rule”, Oloyede said.

This is against previous practice where CBT centres operated under different capacities, with tendency for manual registration and distribution of candidates, prejudice and sharp practices by operators.

The board had announced the blacklisting of 72 of the 600 (CBT) centres used for the 2017 UTME across the country due to their alleged involvement in extortion and “organised examination malpractice” during the UTME.
