The Kano State Internal Revenue Service (KIRS) has unveiled an ambitious plan to rake in N200 billion in Internally Generated Revenue (IGR), leveraging ongoing tax reforms centered around the National Identification Number (NIN).

The Executive Chairman of KIRS, Dr. Zaid Abubakar, disclosed this during a stakeholder recognition ceremony held to honour individuals and organisations contributing to the agency’s performance despite economic and structural challenges.

According to Dr. Abubakar, the state has recorded significant progress since 2024 in areas such as tax compliance, revenue growth, and service delivery, driven by reforms and strong collaboration with partners.

Digital tax system

A key achievement in the reform process is the deployment of a digital tax system that requires taxpayers to using their NIN.

This integration, he said, has led to a surge in NIN enrolment in the state, with 10.2 million residents now enrolled.

“We have been deliberate in ensuring our tax system incorporates the NIN to eliminate identification issues. With a reliable database, we can drive transparency and ability in tax istration,” he said.

KIRS is now targeting the registration of at least two million taxpayers, each expected to remit a minimum of N100,000 annually.

If successful, this will generate N200 billion in IGR for the state.


Dr. Abubakar also hinted at a more aggressive target in the future, citing Kano’s population strength as a major advantage over other states.

“Imagine having six million active taxpayers each contributing N100,000 annually, that’s N600 billion, a game changer for our state,” he added.

• He noted that while Kano currently trails Lagos State in of tax revenue, the tide could soon turn as Kano ramps up reforms and harnesses its demographic advantage.

• The KIRS boss expressed appreciation to Governor Abba Kabir-Yusuf for his unwavering and the enabling environment provided for revenue reform initiatives.

• With these efforts, Kano is positioning itself not just as a revenue-generating powerhouse in northern Nigeria but as a potential rival to Lagos in tax performance.

What you should know

Kano State has one of the largest numbers of citizens captured on the NIN database, and it is second only to Lagos, which tops the table.

According to data released by the National Identity Management Commission (NIMC), Kano State had 10.2 million people with NIN as of February 2025, while Lagos led with 12.6 million.

NIMC’s figures also show that these two states, which have the largest population in Nigeria, have maintained the lead in NIN enrolment since the beginning of the exercise.

That is a very God ambitious project, but where are the industries of about 2million plus that are capable of paying such amount in Kano not forgetting segregation based on sharia? Except Kano wants to over tax majority of average and poor citizens too. Anyway, is very good to aim high. Ok, since the aim is to target annual and not monthly, with good task force and diplomatic engagement, I think it should be possible.

Tax is achievable our government are not doing enough
We pay 10 percent to religions body faster people should be paying tax each state should have at least 2 toll road night clubs houses or rent and estate should be tax,anything luxury should be tax people who have more than 2 cars should be paying another tax
our tax system is not effective at all

All tax should be going to state and local government

Even in countries where taxes are judiciously used for public good; both rich & poor citizens still protest, seek tax cuts, relief or avoidance.

But here in Nigeria, citizens celebrate and praise any politician who says he will increase IGR.

I understand many are ill educated here,
but the fact that a politician can boldly say he’ will increase IGR & Nigerians either stay silent or applaud; is the height of ignorance and cowardice

Hmmm! This is achievable! Kano is one of the northern trade hub in Nigeria!

But as una dey raise tax do raise the conditions of living too!

The guy above me need to know that the tax coverage in those saner climes is better than ours so they can talk of tax cuts.

Here how many pay tax?

Some Farmers and others get many forms of subsidies and interventions yet pay next to nothing in tax! I agree foodstuff isn't vatable untill it gets to the supermarket!

But they need to work on capturing many more PAYE and companies to pay tax!

Trust me, this is highly commendable. You see all these northern states, they have the potential to actually develop because they have the numbers.

Someone should tell me that making #200B annually will not turn the state's fortune around in the next few years.

And it's the better for them because by the , they will embrace the initial proposal of keeping 60% and just contributing 40% to the center.

That way, they can even device means of policing their own territory and growing their economy through massive infrastructure and economic development.

There is no community without its high net worth individuals. If IGR collection is efficient especially PAYE then others then revenue per capita will be more than that
