You can get English proficiency letter from the school you graduated from. Some schools accept this but you might have to write TOEFL or IELTS if the school insist.

If you intend going to Canada, you ought to have applied long before now for ission. I doubt if you can get a Canadian ission within this short time. But there is no harm in trying. Ensure you have a back-up plan in place.

NB: NDDC scholarship is pegged at US$30,000; so it won't be sufficient to pay for a geoscience program in schools like University of Manchester, Imperial College London, Herriot Watt University, University of Leeds et al.

it is stated on NDDC's website that you cannot change institutions this time around. I don't know if you can change course within the same university but I seriously doubt. Before it was possible to change institution but this year is quite different.

NDDC pays for only 1 year MSc. If your MSc extends beyond 1 year, you'll have to pay for the second year yourself.
