2. If I don't have write TEF how would it be known that I speak French (as an advantage in the pool)

I would like to ask about proof of sibling relationship. My sibling is in Canada. Unfortunately, my parents never collected birth certificates for both of us. I just happen to have my mom's very old port that states that my sister is her daughter. Now I need an official government document that states that I am her (my mom's) daughter. Is there a birth and death registry in Lagos I can apply for a birth certificate from? If not, which official document can i apply for now that will aid me? Please help.

You can send the paper waec card bought online. They will not reject it.There is a form from WES for WAEC where you need to fill the scratch pin and number so it is not mandatory that you buy scratched card. This information is clearly stated on their website

You can send it yourself by courier. I helped a friend send his own scratch card and WES received it. However, you may need to WES and inform them that the scratch card was sent with the WAEC documents and then chill for their response. It is highly unlikely that they will not see a document that was sent to them.

NB: I hope you sent an unscratched card? If you sent that paper for checking result that WAEC sells for 700/800 Naira, they will reject it. It must be a proper scratch card with the unscratched silver covering.

You can get an attestation of birth document from NPC.
