Where's this hypothetical supermarket located? What is the culture of the place?

For example, my job doesn't allow common dreads, meanwhile, its equivalent in other places have people who wear this hairstyle without issue. Dreads or tattoos alone don't necessarily mean that a person automatically has a bad character, and not every culture views it that way.
