There are people who get away with anything. Just anything they do. Kagame is one of them. His forces are firing on UN peacekeepers (several, including 3 South African soldiers, are dead), yet no consequences so far.

The Brits have not been calling him out in recent years because they're looking at him to help with their refugee problem. The key is ethnic homogeneity. A good fraction of DRC citizens share ethnic ties with Rwandans. A perfect example would be Nigeria, where northerners are closer ethnically to Niger than southerners.

Is other way round, the minority in Rwanda who is in power helping another minority of the same tribe in DRC. Tutsi is also minority in Rwanda.
