What is the essence of this post? What about African countries where fuel is cheaper than in Nigeria? See the image attached.

If you want to compare the prices, indicate the volume of oil produced by each country, and also indicate minimum wages in those countries and the exchange value of those countries' currencies to Naira. Don't just give us the Dollar value, those countries do not have Dollar as their currencies. Population is another factor to be considered.

It is stupid to use Dollar in your report because Nigerians don't use Dollar to pay for fuel at fuel stations. Even the citizens of those other African countries don't use Dollar to pay for fuel in their countries.

What useless baseline? What you're doing is attempting uniformity and we all know conditions are not uniform for all the countries.
The best is to use the local currencies of each country to see how much of each is needed to procure a litre of fuel in each country. That's how to get uniformity

I keep telling people
That the federal government is secretly paying subsidy, but we are not noticing it because our currency keeps on crashing, without subsidy they current free fall of naira would have brought fuel to 1800 naira per litre

Why will you compare cost of goods and not compare people's earning. This is the same mistake that all these World Bank and IMF are currently doing.

Also, are these countries oil producing countries like Nigeria? At what quantity if yes? Don't they have enough electricity that reduce dependency on fuel for power generation?
