As Angela Merkel, the then-Chancellor of later said, the Minsk agreements were just an opportunity for NATO to buy time and arm Ukraine.

Even at the beginning of this war, Putin was still calling on Ukraine to come to the negotiation table and agree it wouldn't NATO. The same happened when Putin signed another agreement and agreed to leave northern Ukraine and lift the siege of Kyiv if Ukraine would begin negotiating. Ukraine and the west did not keep to this agreement either.
