What he should have said is that in clear offside situations,the flag and whistle should be blown,to ward off unnecessary injury.
In situations like this osimhein own,it wasn't that clearcut and so the flag stayed down.
I think the rule will soon be reviewed because those obvious ones have caused 1 or 2 avoidable injuries and that's what people are advocating against.

If you're used to watching football well..you'd see that flags are still being raised in a clear offside position. But In a potentially goal instance..flags are always down so as VAR to determine the final outcome

It's not just about the goal. This goal keeper hasn't shown any hint that he is good. He looks bulky, doesnt move well, and hasn't made any save so far..
