It is dumb because the constitution doesn't say you Must have 25% in Abuja. If this the case then it will be the dumbest piece of legislation ever written anywhere democracy is practiced.

They should just map out Abuja as Nigeria's capital, then rename other parts of FCT to be a state

Nonsense Abuja is considered the 37th state, so it is the winner in two third of 37, instead of 36.
