This procedure aids to calibrate the powerbank, even on phones u're advised to do this once in awhile, drain ur battery to 0% and then charge to full with ur phone turned off, it's good practice.

So go ahead and use ur powerbank,no need to charge first before u use.

It's also note worthy to state that lithium chemistries being used in batteries these days do not require the "first charge before use" procedure of the past.. lolz....
