Russia already had the MIR payment system which covers all Russian Banks, Belarusian banks and Banks within the CIS countries. What Unionpay does, is to enable the card holders of Russian banks to still be able to perform transactions internationally outside of Mastercard and Visa.

These countries buy this oil to resell and make profit.
Why would Poland go to Canada/Nigeria for her oil? Do you know the costs on shipment? Distance?
Also quality of produce matters.
